The configuration was that rods of fuel were surrounded by rods of moderator. Then everything that happened, happened, causing it to runaway and explode. So how did it end up that the control rods were all over the place, but all of the fuel stayed put? The fuel is probably heavy, sure. But it was a big explosion.
