EDIT: I solved it when searching through the controller input menu. Apparently the inputs displayed in skill tree is inaccurate - my game by default had "quick slot option" instead of "individual buttons" as preset. Very strange​, why would I not be able to input various elemental attacks? I finally unlocked lightning surge and imbue element in my skill tree. I have one level in imbue and lightning ​surge is unlocked. I have selected lightning surge with my d-pad and see lightning instead of spirit next to my mini map. I have lightning fullt charged.
