There's also the theme that he likes Daniel, but I want to focus on the beginning because why Jay became Daniel's guardian angel. I think Jay follows Daniel because he's the ideal of justice. Right at the start of the story, the bullies at J High were making fun of Daniel and his mom, and Daniel has the courage to tell them to stop. In the pilot episode, Voyager picked up a rodent native to the Delta quadrant and they did nothing about it for almost the entire series. Not only that, they let the rodent have free reign of the mess hall's galley where it left behind barely edible food scraps that made the crew sick. That's not sanitary at all! They even let it on the bridge, engineering and, worst of all, sickbay! They also let it interact with alien visitors to the ship and sometimes brought it with them to alien planets where it would invariably bring back rancid inedible roots. Instead of dealing with it, they just gave it a cutesy name and gave it clothes stiched together from spare pieces of carpet.
