Is my control board defective?

I bought a control board for a DC motor (115/230DR10BL), hooked everything up, soldered the potentiometer, got all the grounds in place, and tried running the motor. Nothing. There's very limited material on this board. The online manual was accessable only though a youtube comment leading to an online store in Spanish, and the manual is very poorly translated. I put a voltage meter to the potentiometer, and it was good. An LED built into the board shows it is powered on. But the problem is that the meter is showing nothing from the output prongs.
