Fair, but if your whole team just keeps spawning solo while defending from the team being in your base and then gets wiped then you are fighting an uphill battle. Something should be done to stop steamrolls. If the enemy team plants the first bomb and defuses without going into no respawns, they have a pretty good chance to plant a second bomb and win the game easily, making it really short and less fun.
