So as I understand it, usually upward ring movements dont need a data refresh, and downward movements are ok providing it says no update instead of saying data refresh needed. Yesterday, On a standard update with no ring movement, on delta, it downloaded a small update, which seemed to go ok, but as soon as the dash loaded and it said welcome, it then pushed a 4 gig update, which was mandated.
