The orders are just sitting there for seemingly anyone to grab. That's what I would do if I was really hungry and homeless. Most people that work at these locations are probably woke/sympathetic so they're unlikely to care or call the police. Police probably wouldn't even bother to respond since they've basically been on strike since 2020 and don't do anything except play candy crush on their phones in their cars. I consider the restaurant half-service, where you are greeted at the entrance, led to your seat, and the servers bring out your orders.
