Just my take. I am Mexican-American and it really gets to me the way Mexicans do tourism in the US. It's basically only shopping/consumerism. Most of the tourism is along the border where they plunder the stores, specifically Ross, TJ Maxx, Marshalls and Burlington, and resell the clothes back in Mexico. Have tried regular updates. It gets stuck on verification tried off-line updates get stuck on verification. I used the same off-line update on my other Xbox series X and it worked just fine.
